Water regulation

In an article called "Climate change, regulatory fragmentation, and water triage", Robin Craig takes a legal viewpoint on the regulatory conflicts in watershed (catchment) management when impacted by climate change. He discusses public debate, cross-jurisdictional tradeoffs and physical aspects, arguing that marine ecosystems are often the "poor neighbour" in such debates.
